Just like faking credit cards, these people copy ATM information by inserting a device in a card slot right after their next victim uses the machine. They even position cameras to record the victim key-ing the PIN number, usually situated in the "pick one"s stands next to the ATM machine (I wonder if they are aiming for an ATM machine sex scandal as well?)
So be choosy in using ATM machines. Use the ones guarded by security personnel, and those situated in crowded areas.
